Event: On September 28, 2022, a school shooting occurred at the Rudsdale Newcomer High School portion of the King Estates campus in Oakland, California, wounding six adults.[2] Authorities have not yet clarified if any wounded were high school students, and nearby schools were placed in lockdown and evacuated shortly after.[3] No information has been released on a suspect, and while authorities are searching for one shooter, they noted that multiple shooters might be involved.[4] Authorities have not confirmed if the shooting was targeted or random but believe it was likely a targeted event.[5] The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) responded to the scene and is assisting local law enforcement in the investigation.[6]

Significance: The shooter(s) very likely targeted the high school and not another building on the campus, as there is a roughly even chance they are current or former students holding grievances against the high school. There is a roughly even chance the perpetrator(s) will attempt another shooting, likely targeting nearby busy areas such as supermarkets and shopping malls. A second attack will very likely be more violent as the shooter(s) will likely disregard the added consequences, almost certainly resulting in numerous deaths and injuries. The perpetrator(s) being at large will very likely increase fear and unrest among citizens related to the targeted high school, likely resulting in citizens accusing innocent people by mistake. The spread of misinformation will very likely delay the shooter(s)’s arrest, likely enabling the perpetrator(s) to plan an escape or another attack. Law enforcement’s delay in arresting the shooter(s) will very likely increase unrest, and citizens will likely pressure the local and state government to provide enhanced security for schools in the area, likely via increased surveillance or armed security guards.


  • The Counterterrorism Group (CTG) recommends that those in the area remain in a secure place and listen to authorities for directions on how to stay safe. Citizens shopping for essential goods are recommended to remain alert for suspicious behaviors and review active-shooter and lockdown procedures. It is recommended to report any known information to proper authorities through secure means such as universal emergency numbers.

  • It is recommended that local law enforcement interview Rudsdale Newcomer students to find the perpetrator(s) since the suspect(s) are likely to have connections with the high school.

  • It is recommended to increase security in nearby busy areas such as schools, supermarkets, and shopping malls, remaining on high alert while the perpetrator(s) is still at large.

  • Citizens should report any information to the proper authorities. It is recommended citizens fact-check second-hand information, and law enforcement should be critical of the information received.
